I agree with Geoff Hart and I can also recommend the following link (if you haven't seen it before): http://www.helpauthoring.com/
My favourite is RoboHelp, because it is so versatile, but I guess it all depends on what you are used to working with. There is lots and lots of information about different tools on the web, so just start learning and reading!
