I know that the Center for Machine Translation at Carnegie Mellon
University developed the system for Caterpillar - I used to work there
checking the french output. I doubt that they'd provide the
dictionary/controlled language rules, but it's worth a try -
http://www.lti.cs.cmu.edu/Research/cmt-projects.html. You might also want
to see what MIT has in this area and/or google on Machine Translation.
