It's an interesting question, but I think there is *no* valid
methodology for estimating the time required to develop online Help as a
function of the total software development hours. I have never heard of
any Help development group anywhere that estimates projects in this way.

documentation from other sources to substantiate our claim. For example,
does online help development for most software projects at most

typically require 30% of total software development hours? 5%? 40%? By
"development" I mean coding--not requirements, testing, or other phases.
