If you want to launch a popup browser window,
you can do so through Netscape's java JSObject
and a combination of JavaScript in the applet's
webpage.
For a code example of how to do this see: http://www.javaside.com/us/tips/j_2.shtml
I think you'd want to use .html instead of .chm since
applets are not exactly independent of the browser
environment. However if you're targeting Windows/IE maybe
there's Microsoft JVM specific way to launch .chm, but
I wouldn't hold my breath as you search Microsoft's site :-)
