IME the most efficient format is Word's native "Picture" format. This is not suitable for high-res printing, of course; you can't go back and edit it; and you have to be careful about scaling after the fact (don't do it). But it usually wins hands down for size.
1. Insert whatever the heck you want. Scale and crop as needed.
2. Cut.
3. Edit > Paste Special > Picture.
4. Adjust the layout choice (for example, "In line with text")
