There's always
"Read Me First A Style Guide for the Computer Industry" from Sun Technical Publications (you can order it through Sun, or through Amazon)

I also noticed that on page 39 of the May 2002 issue of Intercom, there is a brief entitled "Status of Technical Manuals Specs and Standards" that seems pretty interesting. That may or may not be useful for you. If you don't get this magazine, I think they do put pdf versions up on the web at some point, but I'm not sure what that schedule is like.
