I am currently using XML/XSLT (using the IBM DITA DTD) to do something
similar to what you want to do. It cost my employer nothing, because I just
use my existing HTML editor to write the content, from which I can generate
an HTML-based help system, and then generate a format that I import to Word
to create the user guides customized to particular audiences.
The main cost was in that it took quite a bit of time to get it all set up
properly. But I've been using this system for over a year now and it works
very well.

Can you give more details? I know people do this sort of thing, but it all
seems to be custom built by people with more programming knowledge than I'll
ever have. I understand the concepts behind XML/XSL, so maybe fi I can find
a place to start - a book or something - I might be able to create something
useble. But I would sure rather buy something.
