I'd agree with Dick, only adding that the *reason* for the convention is
that headers and footers exist in order to help a user flip through a
book quickly while knowing what section/chapter/page number etc. they
are looking at. If the headers/footers change to landscape for the odd
page here and there, they become useless for their purpose since they
effectively "disappear" from the usual place.

Headers and footers should match the rest of the book, with the page
contents turned in between them. This is not a dilemma; it's a
longstanding convention. It is also technically difficult in some
programs (such as Word), so a lot of people don't do it. That doesn't
make them correct, however.
