I'm using Power Point 97 SR-2.

I've been playing with it and I've determined by 
varying the template choice that the blip is
indiginous to the "Ribbons" template.  You can only
see it when you run the slide show.  It slowly tracks
from left to right across the screen after about two
seconds of displaying the slide.  Further, you are
unable to advance to the next slide until the blip has
tracked all the way to the right side of the screen.
