Check the Assoc. Press or New York Times style guides if you want an
authority.

-- Or just read it out loud in the context its being used (you tell us part of
it but not all), and go from there. -- because it can go either way; E.g.,
"In other news, United Kingdom air force jets..." Or, "at the United Kingdom
office we..." Or, "Our United Kingdom office..." Or, "We have an office in
the United Kingdom to serve..."
