This discussion should really be occurring on Framers.
But, you could get the extra space above Tables and Figures between chapters in
the LOT and LOF by including another paragraph style in your file setup.
Include the Chapter headings, but do not include any building blocks on the
reference page. An empty line will then be inserted between figures or table
from different chapters.
As for different spacing between paragraph formats within a chapter based on
their placement, That's what FM+SGML or FM7 structured docs are for. ;-)
Ever since I started working with EDDs I wished that Adobe would include all of
the functionality and context based rules found in the EDD in the regular
unstructured FM functionality.
