I did check the archives and couldn't find anything on this.
I found lots of writer:engineer discussion, but nothing on writer:editor.
This is cross-posted to the copyediting listserv.

What is your current ratio of writers to editors? What do
you think is an ideal ratio of writers to editors? I know -- it depends. But
in your situation, what works or what do you think would work better? Also,
do you know of any authoritative source that has guideline numbers for
this ratio?

In our department, we currently have 9 writers, 1 editor, and 1 manager.
With the number of docs we're always churning out, we could use
another editor. We need about 4 more writers, too, but that's another story.

Thanks for your time!
