Considering that you may need to send Word docs and not have the option of
using PDFs at all:
To rephrase Susan Gallagher's comment: never to use the page breaks from
the Insert menu. Have breaks applied through your styles or apply Paragraph
formatting directly where needed (Format > Paragraph > Line and Page Breaks
> Page Break Before).
Then: Use "Printer metrics to layout your document" (Tools > Options >
Compatibility)
Then there's
