Well, that's a fish of a different color. You are avoiding the
possessive entirely, which is an approach like this:
"Maintenance Manual"
Rather than using a possessive. With that approach, you could still call
it a "Users Manual." It's not the letter "s" that requires the
apostrophe. It's the part of speech that does.

I keep it simple and avoid all of the confusion. I assume that only one
person at a time will be looking at the manual, so I call it the User
Manual or the User Guide.
