The last time I used RH (5 years ago) it was not capable of this, but I
understand that it probably is now. I cannot imagine that it is the best way to
do it considering the evolution of Quadralay WebWorks Publisher. The customer
may be confused, the recruiter may be confused, or they may simply want to do it
that way---WebWorks is expensive.
If I were you (particularly in this economic climate!) I would take the job, and
then discuss tools with them later.

Publishing entire manuals or even entire documentation sets online is nothing
new. All of Sun's documentation is online this way. Several years ago I
developed a rather elaborate system using WebWorks and a few Perl scripts to
crank a 3000-page docset into a tree of HTML documents. Looking back on it now I
think it was a waste. I hate reading large documents in the form of web pages, I
much prefer PDF.
Of course would go with whatever the customer decides, but make sure they have
enough information to make a decision. You'll look like a hero bringing
information to the fore.
