Well, I just glanced up at the shelf over my desk and say a row of Adobe manuals all of which say "User Guide." It's a usage I prefer myself, as I think of such a volume as a guide _for_ a single user, the current reader, rather than a guide _belonging to_ the user. It's a frame of reference thing. But I recognize that others may differ.
As with all such style questions where there is no one correct answer, the choice is arbitrary. You should choose a style and stick to it rather than wasting time worrying about it.
