Use WebWorks Publisher Pro.

Insert Filename or TopicAlias markers into your FrameMaker source. The
former controls the HTML topic name that can be called directly from
your app. The later sets the context ID that you can call using a map
file.

Cheers,

Sean

The source is FrameMaker (no SGML) and html
created from WebWorks.

Can anyone tell what the technique is for
adding the context-sensitive IDs.

Also, has anyone used FAR and does it help
with this?
