Yes, and Paintshop Pro from JASC is one of them. 
(www.jasc.com)  The 30-day trial is really 60 days and
is fully functional. The asking price is pretty
reasonable, and I like the interface better than
SnagIt.  However, SnagIt can capture a dialog box that
scrolls to more than one screen, which is cool if that
is something you need.
