I was hoping to find free editors which are of this
standard though. Perhaps we will haved to end up
with a large number of free tools and a couple of
licences of a commercial tool for the "awkward
customers".

Most commercial editors dynamically display the subset of tags that are
possible to insert at the location of the insertion point. Corel XMetaL and
Arbortext Epic do this.  Nicely customizable, too, for wysiwyg-ish authoring
or providing a form view of the xml.  And, XMetaL at least, is no more
expensive than Frame or Word.
