HTML: call an anchor in a frameset

Now that I've got the HTML gurus' attention....

Does anyone know how to pass a URL to a browser so that it goes to an anchor tag in an HTML file which is within a frameset?

The objective is to implement context sensitivity while at the same time having some navigation tools sitting on the screen. This 
is a standalone HTML help system -- i.e. there is no HTTP server.

I'm open to trying client side scripting. But it has to be strictly platform neutral -- Linux, Sun, AIX, Wintel, the lot.

If not with frames, then can anyone suggest a way to open specific places in HTML while having a persistant nav pane in the 
browser?
