This is true, but I think people too quickly forget the Microsoft Engineering feats that have earned them their bad name. I mean, what caused "I LOVE YOU" to be so successful? Users didn't have to run a program, or even know a program was attached to the e-mail.
Microsoft earned its bad reputation. There's no shortage of examples of marketing-strategy placed before all else: usability, reliability and security.
Blaming the users works when the users have a choice, or when they are warned of the potential consequences through dialogs or documentation.
