The first time I referred to them, I'd call them the Increase (+) and Decrease (-) buttons, maybe even showing the icons in-line rather than using the characters in parentheses.
The next time I referred to them, I'd just call them the Increase and Decrease buttons, and I probably wouldn't bother showing icons or characters (unless the audience is *really* green).
After that, I'd just say tell the reader to increase or decrease the value.
