Along with everything my esteemed colleagues have said I would add the following somewhat cynical comment.

Knowing when to stop is important, but companies in general are not in the business of producing products for the products sake (with some notable exceptions), they are in the business of producing a product that people will buy and produce a good return for investors. That is the bottom line. When time-to-market is important the product ships, warts and all, including the documentation. In the end it is a calculated risk.
