Yup! If you stay around long enough, you'll see this scenario (and several
others, such as combining doc with support and later splitting the two)
several times over. Combinations like this are currently popular because of
the teachings of content management gurus who feel that both doc and
training ought to be able to share the same content. And they do have more
justification now than they used to.
But "this too shall pass," as my mother used to say.
What starts as good intentions rapidly devolves into politics and power.
Optimists call it having a "dynamic organization." <chuckle>
