Steve, I've seen a few openings for tech writers in the Boston area lately. I am not sure if this is a change in the economy. I am on an alumni mailing list that includes (often unadvertised) job postings in the Boston area.
Two years ago, we were getting weekly postings on this alumni list for open jobs.
Last year, I don't think we got more than 2 postings.
This year, I have seen a handful (half a dozen) postings.
So, anecdotal evidence suggests that the economy for tech writers in teh Boston area is slowly improving, but nowhere near where it was.
