Yes, you can always *view* (access) files, but you can *change* only those
files you have checked out.

Your VSS system administrator can set up the configuration so that you can
view the images in the FrameMaker document without checking them out (when you
check out the FrameMaker document).
We had a Book folder that contained subfolders for Chapters and Images.
