I'd educate the requester: anything the computer displays on screen can be printed. All that can be done is to make it awkward to do anything more sophisticated
than print the raster (screen dump).
If one is determined to reduce the functionality of viewers' computers, probably the best bet is a browser plug-in. Some have suggested Acrobat; I'd add Flash or
W3C SVG.
