PDF security is like a luggage lock. It only keeps honest people out. If someone wants to download the PDF (by right-clicking the link that opens it) and then wants to crack the security (takes about two minutes to find and download the software to do so), what's to prevent them.

The folks who have pointed out that you can't simultaneously publish something and not publish it are correct.
