Absolutely correct.
Even within WinHelp there are different ways of
delivering the content. Any author who assumes that
users will somehow "just know" what help facilities
are available within an application is either lazy
or ignorant.
How does it inconvenience users to give them
a topic titled "Using this Help system" -- a
topic that they are free to read or ignore,
as suits their comfort level?
