You might want to re-think how you are using the graphics in the HTML
format. Since the manual is to be used on-line instead of hardcopy, it
opens up a number of ways you can motivate the user interactively.
I'm assuming that the numbering system layed over the graphic is directing
the user to a description key of some kind? Why not take the graphic,
divide it into hotspots and have the description appear as a pop-up when
you mouse over or click?
Oh, something else I discovered. It's a lot easier to control the graphic
if you put it in it's own, blank topic and then refer to the topic as a
pop-up or dynamic drop down.
