I can't verify it at this moment, but I believe Robert Morris College (not to be confused with Robert Morris University in PA) operates both in Chicago and Springfield. They may be the college you are asking about.

I need soem help. Does anyone have information on an institute in
Chicago/Springfield (IL), which offers Masters degree in Technical Writing?
I do know one of us on this list was doing this degree program from
Chicago. I however am unable to locate the name of the Institute,
course details, URL of the same.
