In some cases, I've found that the urgency of a request diminishes
markedly (sometimes to the point of causing it to be withdrawn)
simply by going to the person making the request and asking for
further information about the request (such as why it's necessary).

If the person is your boss, that may not work.  Then again, it may.  It
seems that when asked for even the smallest justification why
something is urgent, people will often reconsider and discover
that it's not so urgent as they thought.
