Not necessarily. It may say that Linux is more fun to play with, or that Windows is a terrible development environment. Or both.
You won't find a complete consensus on the topic. However, among experienced system administrators, the majority opinion seems to be something like this:
- Windows: built for convenience at the expense of security.
- Linux: balanced between convenience and security.
- Free BSD: built for security at the expense of convenience.
