This procedure is important, as it involves turning off and indicating that
electrical circuits are de-energized, at the circuit breaker panel or
disconnect switch. This means that anyone can see the circuit is disabled
and it is safe to work on equipment which would be unsafe if the circuit
were live.

I am not sure, but I expect the authority comes from the National Electrical
Code which is published every couple years by the National Fire Protection
Association (NFPA).
