If the two titles represent two different jobs within a company (via a
transfer or promotion), then by all means include them both! Make each job
a separate entry on the resume.

If you moved up a level within your position - say, from Technical Writer
to Senior Technical Writer - include that information to show that you're
upwardly mobile within your team.

If they simply renamed your position, I'd use the most recent title.

Keith Cronin
who became a Senior Proposal Coordinator when they hired a "regular"
Proposal Coordinator for me to supervise. But now that they layed that
person off, I'm only "Senior" because I'm old.
