Not only are they scammers, even worse, they are spammers.
Which takes you to three links showing recent spam from these people. Anybody sending them money to email resumes will, in many cases, just find that your resume is never seen because the spamming site has been blocked. Worse, you'll just appear to be yet another spammer, so who's going to give you a chance to work?
Do research, and *target* your resume. That's much better than scattershooting a resume to people who may not do recruiting in your area, or who may not deal with companies looking for your skills.
