I am thinking that Microsoft Access might fit the bill, especially if you
already own the office suite. You can write SQL queries in Access.
If you need to access your data from a different application (such as a
Visual Basic application, for example), you can register an Access database
file with Windows' ODBC driver. The ODBC database drivers allow you to
manipulate databases using SQL commands.
