OK. Sorry I should have been more clear. My photoshop re-sized TIF had the best quality of my test images when printed on my HP4000. I could almost make out the text of the photoshop resized TIF, the text on the others was completley blurred out.

There is no reason why TIF would give you the "best print quality."
Aside from CMYK support (and LZW compression if you use it), it has no
inherent advantage other raster formats.
