Regardless of what the numbers actually mean, is it possible that this is a
requirement based on needing to match existing material? ...
On the other hand, the customer never said anything about points, so if this
discussion on what points really means was presented to him, he'd probably
say "What's a point?"
...or am I off-base?

They actually are not type sizes at all. And therein lies the rub. These
are labeling requirements, and they are based on some rather strange
assumptions on the part of the lawyers who draft government regulations.
