I think you need to apply two styles to your lists:
(1) a _character_ style to make the text blue and underlined
(2) a _paragraph_ style to add the bullets.
The paragraph style needs to have the black bullet color defined, as Sean
Hower described.
The styles can be applied in either order. The paragraph marks appear blue,
but the bullets will be black.
