I highly second IrfanView! I use it quite often for quick and dirty screen captures, as I can easily highlight an area and then select crop and I'm left with just the area I want.. MSpaint does not seem to have this feature, with it I need to highlight the area, copy, and paste into a new area.

Irfanview can also download from a digital camera, has batch rename and conversion features, can browse through all images in a directory, and uses few resources or disk space. I don't have any affiliation with Irfanview, just a happy user of the product.
