Why do you need to "register" the business? If you're talking about
claiming the expenses as a tax deduction, you just do it (no registration
required). I lived in PA for a number of years and did just that. If you
have a day job AND don't actually do any business at your business AND get
audited, you may be in for a rough ride, so I suggest you seek the advice of
someone knowlegable in tax law. However, I did freelance writing in the
evenings and on weekends for many years in both NJ and PA, and never had any
difficulty claiming computers, supplies, travel, etc., that were related to
my "off-hours" work as tax deductions.
Otherwise, if you choose to incorporate, I believe you're going to need a
board of directors, annual meetings, and a whole host of other stuff that
you probably don't want to get into.
