I suspect it's because most companies these days get their pay
ranges off standardized research, and having "engineer" in the
title can help reinforce the technical parity between a technical
writer and and engineer. In the company at which I had the title
of "Research Engineer," the pay range for RE1-4 was exactly the
same as for the engineers (ME1-4, EE1-4, etc.)
