I've said it before and I'll say it again. Technical writer isn't a
profession, it's a job title.
If you can persuade some employer to give you that title to perform some
service, you are a technical writer. But you shouldn't expect that because
you have held that tile in one company that you are in any way qualified to
hold a position with a similar title in another company.
The specific requirements for technical writers are highly varied and often
high specific. It is absurd to believe that any one person could be
qualified for all "technical writer" jobs, or that any one person is
unqualified for all of them.
