Because I don't want any of my deliverables to be Word based. Everything I
deliver is done through Frame and I don't want to switch between
applications to get something out.

John,
I'm unclear why you need to import these docs into Frame. If they are
already formatted in Word, why not just create a book doc using RD fields,
run a TOC, and call it done?
