As Anthony notes, this is a marketing issue. And as
Eric notes, it has legal implications too. It's a
pity that in many companies the marketers and lawyers
are the last people a sane technical writer would
approach for an intelligent answer to such a question.
YMMV.
Confidentially, just among us 5,000 subscribers, what
I do is prevaricate. I write something like "A number of
copies of Version 6.66 were delivered without certain important
files" in hopes that the user will think that it was a small-
scale error by a low-level employee, that we caught it quickly
albeit not quite quickly enough, and that only a few unlucky
customers received bad copies.
