I think you're confusing the Normal paragraph style with the Normal.dot template.
If your doc is associated with the Normal.dot (default) template, then each person who opens it could potentially see the doc differently, because each Normal.dot on each computer could be radically different.
If you attach a template to the doc, and each person who opens the doc has the same template available in the correct location, then the doc will look the same to each of them...even the Normal style paragraphs.
