OK, if I haven't been kicked off the list with that comment above :-)
..the problem isn't that your boss can or can't get results...they don't
report to your boss. To them, he's another you.  However, they report to
their boss. Your boss needs to get buy in from his peers, the other bosses,
and make them enforce the deadlines. 

OTOH, it might be easer if you work up the pecking order until you find the
manager to who everyone reports and make him enforce it back down the ranks.

I'm not saying this will happen, because the other manager are only going to
do this if there is something in it for them
