Well, I hope this isn't copied and pasted from your manual, because it's...
awful. But I think I see what you are asking. How about telling the reader
what color the LED will be when the power is on and what color it will be
when the power is off. If no lights will be illuminated when the power is
off, state that. Or, how about a nice diagram of the device with callouts
indicating the function and status of the switch and LED lights? Then you
can just get rid of the instructional steps altogether.
