Eric - There is a table, which describes the various LED and Functions
but the functionality changes depending on the clients needs at the time of manufacture.
Additional background
Most of the Users are/have English as a 2 or 3 language and they have requested this format and provided the draft sample of the guide.
This is part of a chapter which does explains the overall functionality on the Power-up sequence and its associated devices. So if my sample was a bit brief - well when time is short, messages and questions get short as well.

You're right that this badly needs a rewrite. Start by providing context, in
the reader's terms (what I want to do) rather in terms of the device
(power):
Turning the device on and off:
------------------------------
Next, provide contextual information that is the same for all sections (the
switch positions):
The power switch has three positions: Off, Standby, and On.
You should probably describe what the Standby position does, since the other
two are fairly obvious.
Finally, discuss the task and what to do if it doesn't work:
To turn xxx on, move the power switch to the On position.
To turn xxx off, move the power switch to the Off position.
If the LED indicator lights above the switch do not match the
position of the switch... [do what?]
